Linking the HE Community to EFA and related MDGs

I. IAU HEEFA Project
New Delhi HEEFA Workshop successfully completed !
Organised in collaboration with the Lady Irwin College, University of Delhi, an IAU member, the IAU Collaborative Workshop, A three-step activity to envision higher education for Education for All (HEEFA) locally, brought together 100 representatives from the higher education sector and other levels of education. Invited participants included faculty from various institutions within the University of Delhi, Ambedkar University, Delhi, Jamia Millia Islamia, Delhi, and the National University of Educational Planning and Administration. The Ministry of Human Resource Development was represented by the Secretary of the Department of Higher Education and the Director General of the National Literacy Mission Authority from the Department of School Education and Literacy.
The Workshop ended with the validation of 7 recommendations (use of the IAU HEEFA Portal was one) and a three-pronged action plan, addressing research, teaching and learning, and community service. The Director General of the National Literacy Mission Authority has expressed his personal interest to take up the outcomes of the Workshop.
This was the fifth Workshop of its kind conducted by the IAU, the second to be organised in Asia.

IAU and Reference Group contributed to UNESCO MIL report
IAU had worked with selected members of the HEEFA Reference Group to provide input to the UNESCO project on media and information literacy (MIL). Their input was contributed to develop a MIL framework to assess a country’s level in MIL and its capacities to uptake MIL-related initiatives.

IAU consulted in CCNGO/EFA Coordination Group Meeting
IAU contributed in the preparation of the upcoming seventh meeting of the UNESCO Collective Consultation of NGOs on Education For All (CCNGO/EFA), to be held in Santiago, Chile this May; discussed ways to strengthen EFA engagement up to the World Education Forum (May 2015, Incheon, Korea); and presented developments from the HEEFA project. All NGOs interested to participate in the CCNGO/EFA meeting in Chile must apply to Sabine Detzel at s.detzel@unesco.org by 31 March. IAU will draft the Group's progress report on achievements and challenges from 2012 to 2014. IAU is an elected member of the CCNGO/EFA Coordination Group.

II. News from the IAU HEEFA Reference Group
Ad Boeron (Netherlands), Senior Policy Officer, NUFFIC, writes about the role of higher education and research in the post-2015 agenda, arguing it should be integrated with visible acknowledgement into programmes which aims are to achieve development goals.

Bijan Pant (Nepal), Founder, Institute of Public Policy Action Research, took part in HEEFA discussions between Tribhuvan University, the local institution which collaboratively organized the HEEFA Workshop (6-7 December 2012, Kathmandu), and the Nepalese Ministry of Education and the National Planning Commission which have expressed interested in integrating the Workshop recommendations into the national education plan.

Loise Gichuhi (Kenya), Professor, University of Nairobi, presented the current state of EFA in Kenya and the Big Push needed to reach nomadic children at the Comparative and International Education Society (CIES) 2014 Conference.

Marianne Grantfelt (Sweden), the Secretary-General of the Association of Swedish Higher Education (SUHF), is pleased to share the English version of the SUHF long-term position paper regarding a national quality system for higher education. The proposal was adopted by the SUHF General Assembly in October 2013.

Tertiary Education identified as post-2015 goal
In lead up to the 2015 World Education Forum, the revised UNESCO Position Paper on Education Post-2015 identifies post-basic and tertiary education as a priority area and clearly provides tertiary education with a target of its own: Tertiary education systems are expanded to allow qualified learners to access and complete studies leading to a certificate, diploma or degree.

EFA GMR 2013/2014 launched
The newly released Education for All Global Monitoring Report (GMR) 2013/14 - Teaching and learning: Achieving quality for all 1) draws education in the center of development, illustrating its pivotal role in the post-2015 development agenda and 2) focuses on stakeholders, such as teacher training institutions, to ensure equitable learning and to provide the best teachers.

UNESCO Wenhui Award for Educational Innovation 2013
The Nanyang Technological University (Singapore) was honoured twice by the UNESCO Wenhui Award for Educational Innovation. Receiving honourable commendations was the Heritage Management Project in the New Silk Road - exemplifying university engagement with communities - and iZ Hero Adventure: Fostering Citizenship in the 21st Century Digital Age, which used ground-breaking research on infollution to create to a digital game-based learning platform.
