Linking the HE Community to EFA and related MDGs

I. IAU Higher Education (HE) for Education for All (EFA) Project
Capacity building
The next IAU capacity building module, IAU Collaborative Workshop: Three-step activity to envisage HE for EFA locally, will be conducted in Nairobi, Kenya on 18-19 October 2012. It is being jointly organized with the University of Nairobi, an IAU Member, following the proposition put forward by Prof Loise Wambui Gichuhi, a member of the HE for EFA IAU Reference Group. The Workshop aims to enhance the contribution and involvement of higher education institutions in reaching the EFA goals at the local level. 50 invited participants will take part in the Workshop who includes representatives from the higher education community, Ministries, local educational bodies, nongovernmental organisations, schools and other EFA stakeholders. Participants will discuss local EFA issues and collectively explore what concrete tool(s) could be developed to increase local higher education engagement. A second Workshop will take place this year in Kathmandu, Nepal, in collaboration with the Tribhuvan University, on 6-7 December. Other Workshops are planned for 2013. Advocacy
Isabelle Turmaine, Director of IAU Information Centre and Communication Services, representing the IAU in the ad hoc group of the UNESCO Collective Consultation of NGOs on EFA (CCNGO/EFA) which is responsible for the preparation of the 6th meeting of the UNESCO CC-NGO on EFA, presented IAU’s viewpoint to questions sent by UNESCO to all member NGOs of the CCNGO/EFA network. Replies will feed the meeting's discussions on scaling up progress and post-2015 development. Conveying a higher education perspective, the IAU reply is based on comments forwarded by the IAU HE for EFA Reference Group and IAU findings obtained through 5 years of studying the possible missing link between HE and EFA. Invited by UNESCO, IAU is the sole representative of the higher education sector within the 7-member ad hoc group. The meeting will take place in Paris, 24-26 October 2012.
II. News from the Reference Group
Neerja Sharma (India) facilitated the session, Inclusion & Equity, at the South Asian Regional Conference on Early Childhood Care and Education, Policies and Practices: Towards 2015 & Beyond, held in New Delhi, India, 27-29 August. Amongst the recommendations made, Prof Sharma successfully pushed forward recognition for the need of higher education's participation in achieving inclusion and equity. These recommendations will shape the post-conference document and action plan.
III. Other News of Interest (June-September 2012)
International
The Commonwealth calls for higher education partnerships in EFA/MDGs: The Communiqué of the 18th Conference of Commonwealth Education Ministers, held on 28-31 August, Mauritius, on the theme, Education in the Commonwealth: bridging the gap as we accelerate towards achieving internationally agreed goals, “noted that post-secondary education had not been addressed in the existing Millennium Development Goals for Education, and advocated that it be explicitly included in any forthcoming international agreed goals for education.”
UN First Education Initiative endorsed: Making education a priority for his second mandate, the UN Secretary-General presided at the first high-level meeting of his First Education initiative on June 30 which ended in endorsement y UN agencies, leading cooperation agencies and representatives from civil society. To be launched at the UN General Assembly, First Education will focus on: getting every child into school; ensuring the quality of education, and making education a transformative force in pursuit of global citizenship.
UN Special Envoy for Global Education: Gordon Brown, the former prime minister of the UK, will become the United Nations special envoy for education. Brown will launch a new UN push on universal education in September, calling for a fund to finance schools and train 2 million teachers.
UN ESCOC discusses education partnerships and work skills: UN ECOSOC Meeting discussed education partnerships and work skills in follow-up to 2011 ECOSOC Ministerial Declaration on education and concluded that a shared vision for pursuing education after the 2015 deadline must be developed.
UNESCO reforms global EFA coordination mechanism: Reforms include an annual Global EFA Meeting and High-Level Forum and the creation of EFA Steering Committee with a stronger civil society representation.
Youth Economic Participation Initiative: The Talloires Network and the MasterCard Foundation have set up the Youth Economic Participation Initiative to award 3-year demonstration grants to universities in developing countries to strength their civic engagement programs to address the youth unemployment crisis within their communities. Request for proposals is slated to begin in October 2012.
Regional
Arab Countries: Increased number of women University Presidents was agreed upon by 200 university presidents from member states of the Organisation of Islamic Cooperation at the forum, Higher Education in the Islamic World, held on 12-13 June, Islamabad, Pakistan.
Africa: Recommendations of the ADEA Triennale were presented at the African Union Summit (16 July) which called upon the institutionalisation of a new education model in Africa that would closely link education with skills training, emphasise a holistic approach to education and training; and establish a multilateral approach to include non-traditional actors.
Africa: Education Research in Africa Award launched by the Association for the Development of Education in Africa (ADEA) African Development Institute of the African Development Bank, in collaboration with the Korea-Africa Economic Cooperation Conference which aims to strengthen links between research and policy-making.
Europe: The European Association for University Lifelong Learning (EUCEN) has launched the new European Observatory of validation of non-formal and informal learning (VNIL).
IV. Calls for Participation
Improved learning: The European Association for Practitioner Research on Improving Learning (in education and professional practice) is accepting papers for its 2012 conference, Creating competence - Innovations in Learning and Development. Deadline: 18 September.
Mother tongue education: The International Association for the Improvement of Mother Tongue Education (IAIMTE) is accepting papers for its 2013 International Colloquium, Literacies and effective learning and teaching for all. Deadline: 15 December.
Social inclusion: The Bulgarian Comparative Education Society is accepting papers for its XI Annual International Conference on Education in One World: Perspectives from Different Nations. Thematic sections includes higher education, lifelong learning and social inclusion; teacher training & learning. Deadline: 15 February 2013.
University-Community engagement: Proposals are being accepted for the Community University Expo 2013: Engaging Shared Worlds. Deadline: 15 November.
University and Human Development: The XI Congress of University and Development Cooperation is accepting papers on the themes of human development, research and social commitment, and development education. Deadline: 17 September.
University students: One World Youth Project (OWYP) is currently welcoming universities to join its network. OWYP recruits and trains university students to lead a 21st century education program in local secondary schools, preparing youth for the real world and fostering cross-cultural understanding.

Youth in education: Join the online debate to feed the International Institute for Educational Planning (IIEP) Policy Forum on Engaging Youth in Planning Education for Social Transformation, which will take place on 16-18 October, Paris.
