HEEFA Portal Terms and Conditions of Use
This Web Site is provided as a open service by the International Association of Universities (IAU). The following terms and conditions govern your use of this Web Site, and any content or information made available to, from or through this Web Site, including any sub-domains thereof. IAU maintains the HEEFA Portal at as an information resource on higher education contribution to Education for All (EFA) and related subjects to those persons and institutions that may choose to access or use the Web Site (the “Users”). Your use of our Web Site, your registration on the Web Site and your provision to us of any content or personal information shall constitute your acceptance and agreement to these Terms and Conditions. Your use of the Web Site is subject to these terms.

Content of Portal
The Portal features public information about the IAU Higher Education for EFA project and additional data, information and services that may be of particular interest to the higher education community, policy-makers and civil society in the field of EFA and how higher education contributes to achieving it. The Portal has two types of  Users:

  • Visitors have access to information on projects, experts or documents posted in the databases, forum discussions, and other information related to higher education engagement in EFA
  • Users register to submit related projects, documents and data about their expertise, and participate in the forum. Each contributor has a personal online workspace where their data is stored and which they can edit at any time.
    • HEEFA Experts’ Database. This Experts’ Database provides information about experts who have registered and posted their expertise in the HEEFA Experts Database. The information displayed on the Portal is based on information submitted by the Users themselves. By registering and making information available, the Users agree to make such information publicly accessible online on this Portal. The HEEFA Experts’ Database aims to promote the experts and their work.
    • HEEFA Documents Database. This Documents Database includes bibliographical information, abstracts and when possible links to documents from other web sites while maintaining the location of the documents at the original host organisation. The abstracts are in English or French as submitted by the Users themselves. By registering and making information available, the Users agree to make such information publicly accessible online on this Portal.
    • HEEFA Projects Database. This Projects Database provides information about projects undertaken by higher education and could include links to documents from other web sites and links to the project website and organizations related to the project. The information is in English or French as submitted by the Users themselves. The information displayed on the Portal is based on information submitted by the Users themselves. By registering and making information available, the Users agree to make such information publicly accessible online on this Portal.
    • HEEFA Forum. This Forum displays contributions submitted by Users who have agreed to make such data public by registering on the Portal. All contributions and comments found in the forum are validated by IAU before being posted.

Registration of Users
Users may browse through the Portal without formally registering as Users. However, users are encouraged to register if they wish to benefit fully from the services provided by the Portal or to contribute to the Database.

The Registration process involves creating a profile and an account with a User name and password which the User agrees to guard as confidential information. Users agree to provide accurate, current and complete information at all times and to review, maintain, correct and update such information in a timely manner. If any User provides, or IAU has reasonable grounds to believe that any User has provided, any information that is inaccurate, not current or incomplete, IAU may suspend or terminate the User’s information record on the HEEFA Website and related access to online activities subject to registration.

Users agree that all uses of the password established during the registration process will be attributed to them and may be relied upon by IAU to provide the content and services through the Portal, as being a use made by the User, even if someone else used the User’s password.


Disclaimer of liability
In the preparation of this Portal, every effort has been made to offer the most correct and clearly expressed information possible. The information and data included on the Portal has been compiled from a variety of sources, including Users. Unless expressly stated otherwise, opinions given on this Portal are those of the individuals or institutions making them, and not those of IAU. IAU is not responsible for such opinions or any claims resulting from them. Further, IAU makes no warranties or representations of any kind, express or implied, regarding the quality, content, completeness, or adequacy of such information and data.
Users will be expected to use such information with care and to exercise due diligence and pursue their own investigations and research to verify the accuracy or completeness of such information and data. Any reliance that users place on information and data provided by the Portal is, therefore, strictly at their own risk, and IAU will not be responsible or liable for any loss or damage suffered by users from such reliance.
Some parts of the Portal are interactive, and we encourage contributions by Users, which may or may not be subject to editorial control prior to being posted on the Portal. IAU accepts no responsibility or liability for any material communicated by third parties in this way. IAU reserves the right at its sole discretion to remove, review, edit or delete any content at its own discretion.

Unacceptable use

Users must not use any part of the Portal for any purpose which is illegal, immoral, offensive to others or in breach of others' rights, or submit any content of that nature. This includes, but is not limited to any content or purpose which is discriminatory or harassing on the grounds of race, gender, religion, age or any other personal attribute, foul language, inciting hatred, sexually explicit, abusive, defamatory, in breach of copyright or other rights. IAU may remove any content or communication for any purpose. If you feel that your rights are infringed by anything on this site, please contact the IAU HEEFA team (details below) giving a full description of the offending items and reasons. IAU will investigate and, if it agrees, remove such content.

While every effort is made to ensure that this Portal operates reliably, IAU makes no representations or warranties regarding the condition or functionality of this Portal, its suitability for use, or that the service it provides will be uninterrupted or error-free.

Disclaimer of damages

By using this Portal, Users assume all risks associated with its use, including any risk to their computer, software or data being damaged by any virus, software, or any other file which might be transmitted or activated via this Portal. IAU shall not be liable for any direct, indirect, special, incidental, or consequential damages, including, without limitation, lost revenues or lost profits, resulting from the use or misuse of this Portal or the information contained in this Portal.

Cookies and use of personal information
IAU is committed to protecting the privacy of the information that Users provide to IAU. When Users visit the Portal, IAU uses cookies which logs non-personally-identifiable information including IP address, profile information, aggregate user data, and browser type. IAU uses this data to monitor patterns of usage and actual needs of users. Cookies will be deleted from Users computers when Users close their browsers. These cookies cannot be used to identify Users personally.
IAU uses Google Analytics to analyse the use of this Portal. Google Analytics generates statistical and other information about the website use by means of cookies, which are stored on users' computers. In cases where Users have provided IAU with personal data, this may be used internally by IAU to monitor and evaluate the effectiveness of provided services. IAU may also use this information to contact Users in the future unless or until such a time that Users say that they do not wish IAU to do so.
IAU uses the information Users have provided to IAU solely to enable IAU to improve the Portal’s content and services and also to better protect and serve Users and HEEFA’s community.
When Users request to receive information or e-Newsletters, Users will need to provide a limited amount of information that identifies them personally. This may include one or more of the following: their name, email, or other information appropriate to their request.
IAU will not share User personal information with third parties.
The database holding your personal details is held in France and the 1978 France Data Protection Act applies. Users have the right to inspect and update their personal details. Users can do this themselves by following the instructions given on this Portal. If assistance required with this, please contact the IAU HEEFA Team ( who will process the request within a reasonable time.

Security of information during transmission

While IAU will exercise the maximum efforts to protect User personally-identifiable information, Users recognize and accept that data transmission over the Internet is not completely secure. Thus, IAU does not warrant or guarantee the security of any information during transmission to and from the Portal. If any breaches, theft or misuse of such information occurs during transmission, IAU shall not be responsible or liable to Users for any damage or other consequences suffered by them.
Amendment of the Terms and Conditions
The Terms and Conditions are subject to amendment at any time in IAU’s sole discretion, without any prior notice. IAU will, however, notify Users of any amendment to the Terms and Conditions by posting them on the Portal. Users continued use of the Portal thereafter will be deemed as acceptance by Users of any amendments.

Termination or suspension of service

IAU may suspend or terminate access to any subset or subsection of the Portal, with or without cause, at any time without prior notice. IAU may, however, at IAU’s discretion, give notice of suspension or termination in the same way that IAU provides other notices.

Email subscription services

Users should not enter information on behalf of another person or about any other person. The User name and email address will be used only for delivering to the User the services to which they have subscribed, for sending information about these services, and for validating security. They will not be provided to any third parties without Users expressed consent.
If Users are sharing their email address with other people, IAU cannot protect any information Users provide against access by the other users of their email address, nor can IAU prevent other users of their email address changing their subscription details.

Services allowing Users to publish User personal information

For services allowing Users to publish your personal information on a website, Users are required to provide accurate information about themselves and accept sole and full responsibility for this and for keeping the information up to date. Users should not enter information on behalf of another person or about any other person.
By providing information to IAU, Users are giving their permission for their personal information to be made freely and publicly available via the internet to any internet user accessing the Portal. A user will be able to view User information in a web browser but will not be able to change User information held and displayed by the Portal. User information could be passed in this way to third parties in any country worldwide. If you do not wish to allow this type of access to your information, do not enter your information.
IAU reserves the right to edit each contribution (within the limits of the 1998 France Data Protection Act). If any of the information submitted is deemed to be offensive, inflammatory or materially misleading by IAU (in its sole discretion), IAU reserves the right to refuse to publish contributions.

Password protected services

Users are responsible for the safeguarding of any information, such as passwords and user IDs needed for use of your computer and/or their account with IAU. IAU will not be responsible for any consequences of such information failing to be adequately safeguarded.
Users should not enter information on behalf of another person or about any other person.
Users are required to use all reasonable endeavours to ensure against unauthorised access to the service, in particular the use of user names and passwords by unauthorised individuals.
